Priority List for the Development of Proposition 65 No Significant Risk Levels for Carcinogens

The Office of Environmental Health Hazard Assessment (OEHHA) has established safe harbor levels, which include No Significant Risk Levels (NSRLs), for many of the chemicals listed under Proposition 65. (Title 27, California Code of Regulations, sections 25705 and 25709.) Proposition 65 warnings are not required for exposure to a chemical at or below its safe harbor level. Find safe harbor levels currently in regulation.

OEHHA has developed the priority list below for the development of new or updated NSRLs. OEHHA focuses development of NSRLs based on public health considerations, coordination with other OEHHA programs that also develop cancer potency values, and availability and quality of scientific data. OEHHA will update the list as NSRLs are completed or new priorities arise.

When an NSRL is proposed for adoption into regulation, a Notice of Proposed Rulemaking will be posted on our web site. Receive notices by signing up for the Proposition 65 News and Updates listserv. If you have any questions or suggestions, please contact us.
