Proposed Rulemaking: Title 27 California Code of Regulations, Section 25705 No Significant Risk Level for 1-Bromopropane and Diethanolamine (Dermal)

The Office of Environmental Health Hazard Assessment (OEHHA) is proposing a Proposition 65 No Significant Risk Level (NSRL) for diethanolamine by the dermal route and 1-bromopropane in Title 27, California Code of Regulations, section 25705(b)(1).

15-Day Comment Period

OEHHA is opening a 15-day public comment period for comments on proposed modification and addition of documents to the rulemaking file. OEHHA is accepting comments through July 2, 2026.

Extension of Public Comment Period

At the request of the Personal Care Products Council, OEHHA hereby extends the public comment period. The comment period will now close on Thursday, July 2, 2026.

Original Proposed Rulemaking

OEHHA first proposed the NSRL for 1-bromopropane and diethanolamine (dermal) on August 22, 2025. OEHHA provided a 45-day comment period on the original proposal, from August 22 to October 6, 2025. At the request of the Personal Care Products Council, OEHHA extended the public comment period to Friday, November 7, 2025.
