The original regulation about DEA had no NSRL, which ultimately served the interests of bounty hunters rather than promoting public justice. And there were no scientific meanings for violations. Thus, all currently submitted violation notices should be considered invalid.
It is essential to establish clear and scientifically meaningful standards for the regulation, and should notice it setting certain time for compliance.
The most important thing is that ingredients that cannot be reasonably regulated due to the difficulty of defining meaningful concentration levels based on scientific evidence should not be subject to regulation at all. Imposing such ambiguous requirements places an undue and unfair burden on all.
