Allyl chloride, Chlorodibromomethane, p-Toluidine, Zineb Delisted October 29, 1999

The Office of Environmental Health Hazard Assessment (OEHHA) of the California Environmental Protection Agency is removing four chemicals from the list of chemicals known to the state to cause cancer, for purposes of the Safe Drinking Water and Toxic Enforcement Act of 1986 (Proposition 65).

Allyl chloride, chlorodibromomethane, p-toluidine, and zineb were originally added to the Proposition 65 list under the authoritative bodies listing mechanism on January  1, 1990. Regulations governing the listing of chemicals under the authoritative bodies mechanism are published in Title 22, California Code of Regulations (22 CCR), Section 12306. OEHHA had since discovered in a review of the listed chemicals that these four chemicals appeared to have had a change in designation by the original authoritative body whose formal identification as a carcinogen led to its listing pursuant to Proposition 65. For this reason and in accordance with 22 CCR, Section 12306(j), OEHHA referred the chemicals to the Carcinogen Identification Committee (CIC) for a recommendation concerning whether the chemicals should continue to be included on the list of chemicals known to the state to cause cancer. At a public meeting on October 7, 1999, the CIC determined that these chemicals have not been clearly shown, through scientifically valid testing according to generally accepted principles, to cause cancer. Therefore, these four chemicals are delisted effective October 29, 1999.
