I know I've previously posted a somewhat wordy rebuttal to the proposed legislation. I forgot to point out one thing: The distribution of ADH2 and ALDH2 in populations around the world. This is a genotype that causes problems in the liver when drinking alcohol. It's primarily in Asian cultures. Many of these studies were from China and regions of Mongolian ancestry. This would have easily moved the relative risk factor from 1 to 1.4. This could explain the marginally higher risk of breast and colon cancer in the overall study.
If these studies were adjusted to the population distribution of California, you would see the relative risk fall to 1 (no difference between those who drink and those who don't).
Do not make legislation for the joy of making legislation. Beverage alcohol does not increase your risk of cancer. There is no statistical significance. See my previous post. Avoid instituting protectionist laws paid for by foreign importers. If Diagio makes a product in England for export to California, they will not put this on their bottles. You are attempting to give huge foreign companies a sledge hammer to smash small California producers. Do not do it. It isn't moral. It will kill a growing industry. Only tell the truth. The study shows no significant increase risk of cancer. The study showed that beverage alcohol actually lowers the risk of some cancers. I implore you to read it with a strong understanding of relative risk and confidence intervals.
