The newly proposed language in section 25602(b)(2) is unintelligible, or nearly so. In the span of six lines, it cross-references five other regulations, several of which are, themselves, complex. The phrase, “which updates a short-form warning compliant with Section 25603(c) with content compliant with Section 25603(b)” is, at best, seriously confusing. Perhaps some methodical diagraming of the sentence would unmask the meaning of this regulation, but I submit that the legal and regulated community will have substantial difficulty understanding, much less complying with it.
