“The quality of drinking water that is delivered by community water systems" should reflect both the quality of source water produced and the post-treatment quality of that water delivered to customers. Production water (pre-treatment) quality is important as a metric of what treatment burdens a local agency (city or special district) must treat to. Where CES errs is in not assessing the quality of water (post treatment) that is distributed to customers. Those data would reflect how well the local agencies are doing to treat the water. CES presents “the quality of drinking water that is delivered by community water systems” and its not really delivered to a CWS but produced by a CWS and delivered to customers. The CWS should monitor and treat to MCLs. Also, CES 4.0 is adding more water quality data from GAMA program sources that may not be drinking water sources, skewing data to find more contamination.
